Out of the blue Internet Explorer keeps opening and closing a tab. It also puts up a tab saying Explorer has stopped working correctly.

I ran Norton and nothing.....help!!!

I see two problems:  IE and Norton.  Lose them both.

Try a Rescue CD

They boot up and scan your hard disk without the infected OS and apps being run.

Here's what I would do:
I would uninstall Norton and install Microsoft Security Essentials in its place.
Once that was done, I'd reboot and run the machine in safe mode.  To do this, reboot the machine and tap F8 until you get to a screen that offers you the option of running in safe mode.
Run a FULL scan with MSE and then follow up with Malwarebytes if you so desire.
If nothing is found, reboot and boot normally.  
Download Firefox and Adblock Plus and use that as your browser.

I also generally recommend doing all of your day-to-day computing as a user with non-administrative rights.

And this, boys and girls, will prevent the vast, vast majority of computer "problems" the average user will encounter. It makes me so sad that M$ uses elevated rights by default when EVERY other OS available does not. The one time you get a nasty root-kit or a real virus will negate ALL of the convenience you enjoyed not having to log-out/in to do admin tasks (or even just having to right-click>run as admin).
