In today's climate, that would be considered a threat to the President.
If you're lucky, the Secret Service will arrest you. you'll be charged, convicted and incarcerated. If you're unlucky, you'll be labeled as a "terrorist' and the Air Force will be tasked with eliminating the "threat' by bombing your house or car (or both). |

However yes... I remember hearing Sean Hannity make an open comment to Zero... "I don't care about the color of your skin... just the thickness of it." So... I don't think it's a matter of legal or illegal but how badly Zero would want to punish you for it. Although I can personally say, doing something like that is fucking fun. 
I had an E7 supervisor we disliked (we felt he was an E7 not a Chief). Printed out a photo of his face and stuck it on the dart board in the work shop... but only when we knew he wouldn't be around. It really improved our aim! Especially when I printed up a small full-body picture of him and found his head fit perfectly into the bulls-eye.
