I have some neighbors who like to play their rap music very loud every other night or so. They sit in their garage and slap fives/play grab ass or whatever the hell they do.
Anyways I have called city/county dispatch numerous times and complained and officers have been sent to talk to them each time. City ordinance says no loud music after 2000, so my question is how many times will it take before they start getting fined? You would think they would take a hint after the cops showing up more than once for the same issue. |

I can't speak for your town specifically, but I know that the vast majority of laws don't contain a "it's not enforceable until violated x times" clause. Hypothetically, it could be enforceable the first chem time (stupid auto-correct) it's violated, provided your local LE has the right to ticket or if the code contained any penalties whatsoever. |

In CA, you don't really have to turn it down until someone wants to file a complaint. Like a citizens arrest that would result in a citation. See loud music is considered disturbing the peace. A LEO's peace cannot be disturbed. So just because a cop is there, and hears the music, he can't be the one complaining. He doesn't have that right. Sound bizzare, it kinda is. A citizen has to be willing to do a formal complaint. Most aren't as many of the people who play obnoxious music real loud are the same people you have to worry about vandalizing your junk, or worse. Car stereo are a different story of course. |

Being scared of the reprocussions & doing nothing will only embolden them to make your life more uncomfortable. Me? I'd go talk to them personally first. Be courteous, confident, & firm. Let them know you'll respect their rights so long as they respect yours. Let them know you don't mind the music at certain volumes/times, but at others it's unacceptable. Let them know you're a good guy, but not afraid of confrontation. More than likely it will end right there. If it doesn't, then proceed to make their lives a living hell in whatever manner you see fit. |

1. Ask to speak with the responding officer when you call in. 2. When the responding officer asks "Mr. tothemax would you like to file a formal compliant?" You say "Yes ." Profit. 3. If you say "No." continue to rinse and repeat but don't expect them to write it on their own hook unless they show twice, generally from compliants from two different parties. |

I tried talking to her one day and she is very difficult to communicate too. |

Unless the guy is a complete loon and the only loud noises he hears is in his head. If we get called, and we hear it... we can write it. If the complain-tent wants to cite them, he can and will give him the paper work. But to ignore and not show up, would be considered 'Official Misconduct'. |

In our town (and many others I know of) YOU have to be the complainant, advise dispatch that you want them to be cited. As a PO's our Peace can not be Disturbed. J- |

We had a situation similar to that. A guy kept calling on a local bar. They built an outside deck and had concerts, etc. Well the guy called every weekend. It just kept getting coded out, nothing really done. The guy lived about 1/4 mi. away, and across a small part of the bay.
Well the guy went up the food chain. Then SGTs had to go out with sound meters and measure the level at every complaint. They were high, but not overly. Finally the bar owner pleaded with us to cite him so that a judge could decide. Well, we did cite them, and the bar lost. They had to rebuild part of the outside stage. The home owner was right all along, but everyone kept writing him off. Granted the bar owner is one of the richest guys in my town, and above the bar is a former Congressmans office. He now has a talk show, something about politics, and Morning Coffee something is the title. Now when I say bar, I don't mean dive. Again one of the nicest places in my town and true tourist trap. Maybe this guy has a legit complaint, but nobody looks into it. Or maybe hes just a loon, I dont know. I still think the OP should keep at it. There are some good cops out there that are willing to help you. |

A constant noise complaint where the complainant either refused to speak to our deputy or refused any information at all? Short of earthquake-like sound waves coming from the house, our guys would roll their eyes and close the call so they could go hunt some people with warrants. |

Firstly, you should talk to the neighbors about it. It helps if you don't come off as acting like an asshole when you do this. Since you've already called the police on them that'll be hard to do. Or.... You could do your best to ignore it. At least ignore it until it becomes such a high and fine weirdness that everyone involved will be in no condition to speak to the police. A fire that burns twice as bright lasts half as long. |
