It is a Microsoft tag. Kind of like a QR Code, or a hybrid bar code. (they are showing up on magazines and newspapers)

If you have a smart phone with the microsoft tag reader app, pointing your phone at the avatar will automatically download a picture I took a couple years ago. "showergun 2.0"
