If not an FFL
UPS  - ground is okay as long as the lower is a rifle lower and not a pistol lower
Do not use a UPS store - needs to go to a hub
I am not sure of FedEx rules regarding weapon shiping

FFL's can use USPS

IIRC you can use any mail service, no need to overnight it, that is only for pistols.

If it's a long gun, you should just use USPS.  Handguns and ammunition are prohibited from the postal service but long guns are A-OK.

FYI last time I shipped one from TX to CT it cost nearly $70.  Keep that in mind with your price.

Had zero problems.

This is what I found to be simplest.  Have the buyer provide you with the number of the FFL.  Call the FFL and ask what they prefer.  Call the carrier of their choice and ask what you need to do.  Another FYI: with UPS you have to take it to a hub, not one of the little franchise shops.

Non-licensee's cannot ship handguns or concealable firearms by US Mail. Long guns are permitted.

Receivers by BATF definition are neither handguns or long guns, hence you having to be 21 to purchase an AR receiver but only 18 to buy a complete AR15 rifle.

Therefore since a lower receiver is not by definition a handgun (or a long gun), shipping it to an FFL by US mail is permitted. Anything that doesn't meet the definition of a long gun (16" bbl, 26" min. OAL) could be considered concealable under postal guidelines.
