awareness of the lack of qualifications. Additionally, job seekers
employed by the program may have continued to receive benefits such as
food stamps or Medicaid in error.

It's a safe bet there wasn't waste IN the program, but rather the entire program was a waste.  A complete, utter, total waste––of nearly a trillion dollars we didn't have, and can't pay back.  It's a shame tar and feathers are out of style.

There's fraud involved when tossing around BILLIONS of dollars with little real oversight of what it's being used for?
