I keep getting this

You Are Set To Not Receive Instant Messages And Are Not Allowed To Send.
Please Update Your Profile If You Wish To Use The Messenger System.

But then I go into to Profile and don't see anything to activate the IM system...

IMs default to on. At some point you turned them off.

Edit Profile>Change Contact Info>Accept Site Messages: Site Specific Messenger> select yes
