I'm not seeing anyway to create a topic or post replies when navigating the ar15.com lite website.

Is that by design or am I missing something?

The current "lite" website doesn't support posting, just reading.

Goatboy has previously stated that a rework of the "lite" site to enable posting and more is on his "to do" list.

Yup, on the list and not far off in the future. Possibly may do the upgrades to light and then a mid-grade version with backgrounds and styles, but no graphics. (Mid would be more for portable devices that can handle a little more complex pages and not slow down. Light is meant more for older wap devices like cell phones that had minimal options.
