I got an IM from a guy I didn't know asking me a question. I typed up my answer and hit Send, but got the note "User does not recieve IMs" or whatever. Can the system be set up where you can't send IMs without having it set up so that you can recieve them also? Thanks and have a good day.

Until His Goatness fixes it.... When you run across people like that, find a post by them, hit the report button, and write "Please turn this guy's IM's on" in the "reason" pop up window. Someone from staff will get them fixed as soon as possible.

Sure. But I've got to send him an IM so he will know what he's getting shot for.
