I have a rock front yard. The idea was to prevent weeds from growing.

Over the years, dirt has blown in by the wind and now the weeds are taking root in the dirt.

How can I get rid of the dirt w/o digging everything up and sieving the dirt out?

Frank what about using a power washer?  My first thought was a leaf blower but I don't think that would work to well if the dirt has settled.

Hadn't thought of that. Hmmm...might give it a try.

Don't use a power washer.  You'll displace a bunch of gravel and get pissed off.  Been there, tried that.

I passed on the idea of scooping out the gravel and screening it because it is a lot of work for my 75'x4' area that's 4" deep.

I've tried using a mesh screen over the end of leaf blower set in the suction mode.  Then I went back with the leaf blower used normally.  I had to use a sturdy garden rake (the $20 Home Depot rakes break at the welds) on the rocks to get to the lower stuff where the dirt was but it worked OK.  Maybe if my leaf blower were more powerful it would have worked better.

My new lazy man method is to use chemical warfare.  I apply Noxall granules in the Spring and mid-Summer.  That way the dirt can stay where it's at and nothing grows in it.  If you have plants in the gravel you still put the Noxall down you just can't let it get close to the plant.

For my small areas I get the shop vac out.  That sucker has much more suction than the leaf blower.  I use a metal crevice attachment on a hose.

I used my vice to make the opening too small to suck up rocks then I just jam that in the gravel and work it around.

Put a spinkler on top for a couple days until the dirt washes out, maybe agitate with a rake every now and then
