Why the hell does my computer make those hi speed whinning sounds all the time ? even when I'm not using it and its just on???

could be a fan.

could be your powersupply about to explode.

could be a old westerndigital harddrive. those have been known to be rather loud.

might want to have a professional look @ that for you
