What gets saved when you do this?  How big is the file?  Should it fit on a Zip 250?

I need to reload windows on my laptop due to some issues but need to save all of the pics, bookmarks and such.

It can be as big or a small as imaginable - depending on what you TELL it to back up.  You can do a test run - run the wizard and tell it to send the backup to a folder on your hard disk.  If you choose settings only it will be tiny.  If you tell it the defaul, which is all your "My Documents" and you have a lot of stuff there... it can be huge.

well it depends on how much data you actually have, so it will vary.   if you have a cdrw that could be the best way i guess.    or it might take a couple zip disks, but yes it can be done

Will it copy over any spyware or any other garbage there might be on the laptop?  Does it only backup or does it really move the file so I know what was copied and what wasn't?

spyware typically does't store itself in the mydocuments, so you should be fine.

it makes a copy, the data will still be there

another way to do this is to pull your drive and put it in an external enclosure. then run your AV over it from the new box. Spyware and virii can infect your documents, so don't just blithely copy them over.
