My wife was surfing the web last night and she said suddenly the task/tool bar and start menu went to the top of the page.

I can't just click and drag it. So how the heck do I move it back down to where it supposed to be (the bottom)?

Right-click on the taskbar and uncheck "Lock the Taskbar" then you can drag it back down.
