working from my Mom's computer

for some reason it is not displaying all the colors it should,

example, if I go to the Forum Listing page and scroll to the bottom, all the names are blue, I can't see the different colors for the  Mods, Staph, TMs etc.

I get the same problem on the Hotmail page. Now the contrast and brightness on this thing are all the way up (kids playing games on it, now it's burnt) but I've fiddled with the colors and the graphics settings w/o any luck.

I'm wondering if this is a software glitch?

Another a side note, why is it that everytime I come to ARF my browser tries to read it as Western European (ISO) encoded instead of Western European (Windows) encoded? I've noticed that a lot of times images don't work with the ISO setting but will display after I switch to Windows encoding.

Maybe.  My guess is the High Contrast box is checked (see below).  

However, here are the places in which the software could be screwing things up:
* Browser -
For Internet Explorer go to: Tools>Internet Options>Accessibility....all the boxes should be blank.  Those settings are rarely changed though.  Plus, if you think it might be the browser, simply download another browser (Opera, Firefox, Netscape, etc.) and check the same sites out on the other browser and you'll find out real quick if the browser is the culprit.
* Windows - Go to: Start button>Control Panel>Accessibility Options>Display tab...The "Use High Contrast" checkbox should be empty.  If the box is checked, then it should abide by the rules in the settings button to the right.  Unless there's some huge problems with the standard display (like in the old days with the passive LCD screens) I'd leave the "Use High Contrast" box unchecked.  I come accross people from time to time who have checked this box, then they call me wondering what's wrong with my web site and why doesn't it show normally.  Of course "nothing was changed" until we get to the "Use High Contrast" box, then they say, "Oh yeah, I did change that."...hehe.

Loose monitor plug...if the plug's halfway out, some weird things can show up on the monitor, like suddenly have a green tint to everything, etc.  Also go through the menu items on the monitor itself...which it sounds like you did.  Give it a degauss and keep strong magnets away from it (though you can make a cool design on the screen with a magnet, I don't know if it will cause long term damage).'

I'm not aware of resolutino settings, monitor drivers, color depth settings causing the problems you talk about.  Typically if the resolution, refresh rate, and/or color depth is set beyond the capabilities of the graphics card, the monitor is just blank or is impossible to make out anything on the screen at all.

Also when monitors are about to die, they sometimes die slowly and degrade the picture quality.

Go get a cloth and wet it down with Warm Water, wipe the monitor down, and see what happens.  If that doesn't work, give it a hug.  LOL

LOL  I'm just in a goofy mood today and don't want to go to work.  I'm already 2-hours late since I had a doctors appt. today which I cancelled.  Besides, a 4-day weekend would be nice!

My monitor is doing the same thing and none of the above was the culprit.

did you check the high contrast option that Robbie pointed out?
