If you plug in an ATX PS, and you:

#1 Hear a faint, yet high pitched sound coming from it, is it bad?
#2: If you plug it in, and none of your 12 volt fans power on, is it a bad PS?

Check for any short circuiting
caused by the mobo or anything else
touching the chassis.
I once saw a loose screw that caused a short circuit.
I removed it, and reset the mobo, and all was well.
If no short, then your PS is a POS.

I disconnected the CD rom, HD, fans, and 3.5" floppy from the PS. The PS is still plugged into the mobo.

When it gets plugged in to the wall, I still get the sound.

Where could this short be? The mobo to the case?

I think a new PS is the best way to go... (Plug in a new one and troubleshoot it that way...)

"Where could this short be? The mobo to the case?"

Yes. Look for some sort of contact.

If I pull the PS, and plug it in with a fan connected to a 12 volt plug, and it STILL makes the sound, and the fan doesn't work, does this mean that the PS is bad?

Is the mobo supposed to not be electrically connected to the case in any way, shape, or form? It seems that it is 'grounded" to the case where the mobo passes through the back of the case to allow wires to plug into the mobo...

That PS is shot.
It should power at least a fan. It doesn't
Go to compusa and get a new PS.
They're cheap.

means there is a bad capacitor in there.  leave it hooked and it will eventually explode
