How does this "bittorrent" work???  I tried installing it, but I dont think I did it right.  Got a site I can get it from?

my issue with every bit torrent client I've tried is that it uploads way more than it downloads. I don't mind uploading, but I wish it was more balanced, especially on dial up

If you use a client such as Bitornado you can cap your upload speed. I found that helps keep my ratio alot more sane ie 1:1 not 10:1 or some crazy shit llike that.

I still use USENET alot thu.

i use binary news reaper bnr2 for usenet access.

Bittornado and Azereus are the best I've used to this point.  Azereus also allows you to cap uploads, has a very nice UI that keeps all the torrents in one window, and is decent on system resources.

I don't feel this is the correct venue to help you so I won't.  Not only would it be more appropiate in GD, it's all just a few Google searches away and if you want the stuff bad enough you'll do the footwork.
