Which version of Windows or OSX is it running?

If your unable to format the disk and reinstall the OS - Create a new user account for the machine Link to instructions make sure you choose Administrator type and not Standard User.

Log off and choose your newly created user account and delete the old user account that had the questionable content in it.

That's pretty good.  Then download CCleaner and run it after you delete the account.

Once you have CCleaner up and running, select Tools>Drive Wiper>Wipe: Free Space Only>Security: Simple Overwrite (1 pass)>Drive: OS (C:)
