I've noticed since I got a wireless printer (HP OfficeJet Pro 8000) my network activity seems to be increased.  It does have security and is on and network is firewalled.  It seems like if I reset the address it will stop for about a week then the lights start going crazy again on my router and laptops.  I know it is the printer because if I turn it off all activity stops.  It is within about 5 feet of the router.  Could it be broadcasting too strong to the router?  Or is this normal for wifi printers?

It's an annoyance right now because I can't tell when my downloads are completed without looking at them (usually running in background) but I am wondering if it is doing anything else being active all the time.

Try turning off Bonjour on the printer. That's probably what the constant traffic is.

It's communicating with the computer(s) that have it's software installed on them...

HP's printers & all-in-ones tend to come with alot of client-side software that has to 'talk' to the printer all the time...

Even when the other computers are all off?  The router lights are constantly showing activity and the printer is in "sleep" mode.  No neighbors close enough to pick it up either.  I can disconnect all ethernet connections and turn off all other wireless devices connected to router and still very active.

HP printer software is nothing but bloatware. Actually bloatware is an understatement for that CRAP! I hate HP printer software. You don't need 99.999% of that stuff. Just use the basic driver and your good to go.
