I've used it for over a decade and Photoshop for 16 years (since 2.0, the first Windows release), and while Photoshop is better, GIMP is good enough for the vast majority of work. It's definitely better than 99% of the other Windows image editors that are just plain garbage. The only place I've found where GIMP falls short is CMYK support for printing. It will take you more time to learn how to use GIMP versus a piece of crap like Paint Shop, but the extra time will pay off.z
