Google Gimpshop. It's a mod of GIMP that has a very similar UI to photoshop. It's what I use to edit photos and cost is the same: $0. BSW

I use Picasa for simple editing, crop, adjust color balance and contrast, sharpen. If I need to edit out a serial number or resize an image (think avatar) I use gimpshop. BSW
