Should it be open to all comers? Due to the high number of withdrawals, limiting it to only participants might be difficult, numbers wise.
Should I post it in GD?

I miss it most days. If you did it via IM, I think it would be a lot of work, and we all know that sometimes the IM system here likes to tell people they have a full inbox.
