Can a precision rifle, in an AR platform, shooting .308 be bought or built for 1500 or lower?
Not including glass, will supress.

It is only the upper that matters, so yes. Call Monte at Centurion. He can build you a great upper for around 800+ handguard choice. It will shoot the lights out.

Or go Noveske, White Oak, etc, etc. I think you could even swing a Larue upper for 1200. You can build your own lower for 300 easy.

My step-brother built a PSA 308 with a Rainer Match barrel for under $1200, with a free float and all that jazz.

Yes, it's possible.  You'll have to chose wisely on what you buy.  I'd recommend you spend good money on the barrel, trigger, and upper receiver.  Get a simple, reasonable, free float hand guard, of course and on the rest of the parts you can be frugal.
