for under a total of 150... Want to keep it 0moa 1 inch tube. Currently have standard leupold rings and bases, the ones with the dovetail up front and rear adjustable for windage with leupold bases.... Thinking of Warne and EGW base combination...

What rifle will this be on?  Warne is a good company to work with.  They do take care of their customers.  I have a set of QD rings on one of my AR15, I lost the recoil lug on one of the ring.  Called Warne ask if I could by a new recoil lug, all they asked was my address & what rings.  In a few days there was a small package in the mail box with a recoil lug, spring, & screw.

And another!  The 8541 Tactical guy over on YouTube used to answer a lot of questions here, and he consistently suggested TPS rings on a Weaver one-piece base and a Remington 700 for starting out in long range shooting.  I cobbled one together in .308 with a Bell & Carlson Medalist stock and a 10X Super Sniper and I've really been pleased with it.  That was about five years ago.  Only added a Timney trigger since then, won't be tinkering further.

Also look into DNZ one piece mounts

I have used TPS and liked them..Tried finding them for my latest rifle and couldn't.
So I went with EGW and so far I'm impressed.
Take a look at those

I have a very nice EGW 20 MOA I put in my Savage with Vortex matched rings. A little above your budget but If you purchased regular Vortex rings would be in your budget.

Are you mounting a really nice scope, or just a cheap thrash about? There is absolutely nothing wrong with "old school bases", they work just fine for a rifle that you intend to leave the scope attached to. If you want to remove the scope or swap it out a lot then a 1913 or Weaver base is the only viable option.

There are at least 8 top tier companies making world class rings. EGW bases are economical and good, two things that rarely get mentioned in the same sentence. I have used Ken Farrell bases, mostly because he sells them with such a wide variety of elevation options. I usually prefer 10 moa to no more than 15 moa elevation built into the base. He is the only place that offers such a wide selection.

I have two rifles set up with Leupold old school rings a bases and they are rock solid in use.

Sorry should have been more detailed, its a r700 short action 223. I am wanting to mount a Leupold vx3 on it. I don't know if I need a 20 moa base because the max range I can shoot it is 500, unless they expand a little more....

Earlier I said Warne, & have be very happy with them.  I just got a mount & rings from Seekeins Precision very pleased with them.  
Midwayusa may Seekins Precision on sale.

I just went with a Seekins base from the same sale after doing some research. Seems like its a solid unit, especially at that price. I'll be using Warne steel rings on it...

I have used both a 20MOA and now 30MOA Seekins base on my 700. I have no complaints whatsoever about the quality of the Seekins bases or rings on my rifle.

I have two sets of Burris XTR rings and they have been great so far. Of course I would rather have LaRue or Badger, but for the money they are good
