Why does my Speer book say a 55gr bullet with .255BC can take a 41.0 gr load of IMR4831 for 22 250 but my hornady book says nothing about IMR 4831 for a bullet of same weight and BC? is it ok to mix powder weights from one book with bullets from another as long as they are of same weight and BC? I assume that also depends on how deep the bullet sits in the case also

Why does my Speer book say a 55gr bullet with .255BC can take a 41.0 gr load of IMR4831 for 22 250 but my hornady book says nothing about IMR 4831 for a bullet of same weight and BC?  Could be a number of explanations, not the least of which could simply be because Hornady didn't test that powder because they didn't feel its the best powder for that bullet in 22-250.

I assume that also depends on how deep the bullet sits in the case also    Depends on a lot of things, including that.   Just because bullet weights are the same, bearing surface (and other things) can be different from bullet type to bullet type.    Best to find published load test data for the actual bullet (manufacturer/type/weight) rather than just going by weight, and note the type of rifle the bullet was tested in compared to yours...... and if comfortable, start at mins and look for accuracy node from there while looking for signs of pressure and not exceeding tested maximums.   Also always remember that max charge only means it was max in their test rifle...actual max in your rifle might be a lower (or different) charge than theirs.  

FWIW...I checked Hodgdon's site in 55 grain 22-250 and don't see your 4831 listed there either. Powder might be a touch slow for 55 gr in 22-250 compared to other Hodgdon/IMR choices given they don't include it.    But I am guessing there as I am not familiar with 4831 for 55's in 22-250.
