So, overall I've managed to figure out rig control for all of the apps I use with the IC-7200 however, there's one issue that has come up that I'm not sure how to resolve without spending $100 or more on software.

On my previous rig, I had a Signalink and therefore multiple applications could access the Signalink USB mic and USB spkr functions seamlessly, therefore simultaneously running applications all had the ability to control PTT since that is handled by the Signalink.

In my situation, I need to run both FLDigi and FSQCall simultaneously.   These can happily coincide on the same frequency, which allows FLDigi to handle BPSK / NBEMS traffic while also allowing FSQCall to handle group or individual targeted messaging.  Because both of these applications want a com port for rig control (PTT) I'm stuck choosing which one can PTT and which one cannot.  I can still listen for traffic on both applications but only one can PTT.  My first thought was to let Reed-Solomon switch the mode dynamically and use FLDigi only however, Reed Solomon will not switch FLDigi out of FSQ mode to another modem or back into FSQ mode from another modem.  What I need is a com port sharing application.  The ones I am finding are $100 or more.

TL;DR

Has anyone figured out a <$100 way to share a com port to two different apps for rig control?

Eterlogic has their VSPE tool (Virtual Serial Port Emulation).   The 32 bit version is freeware, the 64 bit version has a $24.95 licensing fee.  Works fine on my 64 bit Win 10 Pro machine.  I have run FSQCall & FLDIGI sharing a "splitter" copy of com1 via VSPE.  It also works well with G3NRW's CATfix program for the TS-590S and other programs

com0com or VSPmanager should do what you are looking for.

VSPE will let you split ports and share them. VSPM will not. That is why I use VSPE. It's also proven to be more reliable for me. Can't speak to com0com, haven't used it in years.

I use digital rig control.

I just use my fingers to control the rig.  It's got buttons and knobs and I use those.

So when you operate psk31 you pick up the microphone, squeeze the PTT and hold it up to the speaker?
