I'm looking for software that will record scanner traffic.

Connect my scanner to a PC soundcard, and have it record the traffic,  but not the silence in between.

Plug the scanner into an old laptop, go to sleep,  wake the next morning, and play the traffic from last night.

What do you recommend.

Yep, ScanRec.  The developer doesn't host it any longer IIR, but it is out there.  I have the file to send if all else fails.

There was one I used a year or so ago called Vox Recorder that worked just fine.

That's it.  Just need an 1/8" to 1/8" wire from audio out to mic in on computer and it only records when audio is heard.
I heard it was used years ago to monitor cordless things.  It works great to record from UHF/VHF radios.

Funny thing is I found an 1/8" to 1/8" wire yesterday.

audio-recorder
audio-recorder can be scripted to turn on with levels (vox) or even times of day.

Might want to look for a line-to-mic level audio cable.  I know radio shack used to sell them.  Basically it's a level converter and impedance matcher.  Can also just make one.  Unless your sound card is good enough to have a Line input instead...

If I was going to record scanner traffic, I'd probably just hook up my digital voice recorder.  I bought this one, and it's really fantastic, but, too bad it's discontinued.
