I found this

I just need to find a place to order the thirod.

Question 2 if you wanted to use this as a end fed horizontal wouldn't the counterpoint make it a dipole?

ORDERING A COMPLETED MATCHBOX FROM EARC
Volunteers at the Honolulu Emergency Amateur Radio Club (EARC) carefully assemble these HF matchboxes for those who prefer not to build one. The club will build one for $44 including USPS priority mail shipping anywhere in the U.S. A 30 foot 20 gauge antenna wire is included. The coaxial feed cable is not included and must be provided by the user.
Proceeds go to the club to promote amateur radio activities. To order, make payment via PayPal, to our fundraising chairman [email protected] for $44 for each assembled matchbox. Be sure to include your name and mailing address in the remarks section with the PayPal remittance.
We will ship promptly and you will likely receive the order in 7 days or less. If you have any questions about the matchbox or your order, please email Mr. Hanebuth at [email protected].

It sounds like an Antron 99 or Imax 2000 antenna.......they use the same idea.

Once the cores get here im going to knock this out. Is there any way for me to measure the impedance with my multimeter to make sure i have 50ohms going to the radio? Would i just hook everything up then jump across the shield and hot wire of the coax at the radio?

Can't measure impedance with a DMM, but you can replace the end fed wire with about 4.7K ohms and check the build with low power and a VSWR meter or use an MFJ 259B.The 4.7K ohm resistor will make a pretty good approximation of the end fed wire. I watched the demo, I'd like to know the length of coax between the rig and balun/ UnUn.  HTH 73, Rob

For 40 meters, 31' of wire is very near a 1/4 wave (~32.5').  The ground is the other half of this antenna.

A 1/2 wave at 40 meters is appx 65' - 66'.
