Supposedly a 20 meter antenna that was brought back from Japan circa 1978.

56Kamikaze linkage to ginormous jpgs.

Any information that you have would be appreciated. Is it good or garbage?

Those crafty Japanese! It surly won't be as efficient as a full size dipole, but it sure is small/portable. Alot of JA's are very limited when it comes to space for antennas so I can see them using this from a balcony or small spot on an apartment roof. Heck, hook it up and see what the SWR is on it. An antenna analyzer would be perfect for this job. It looks like a big L/C type design with the loading coils and capacitance "hats".

Yep, lots of loading and very little "antenna".  Probably better than a dummy load.
