When somebody on the air says they'll send you a card "through the bureau", what does that mean?

Thanks,

Where a person or persons manage incoming QSL cards. Example   You make 8 contacts to 8 diffrent people in the same bureau. You send all 8 in one envelope cost you 44 cents. The guy there puts them in an envelope for each the guys has provided. He waits till his envelop is full  your contact and 7 or so others (around 7 or 8 for 44 cents postage ) and then mails it. You can mail and receive about 8 cards for the same price

You need to find out who your section manager is and send them some SASE's if you want to get QSL cards "thru the burro".
Section managers are determined by call number and the first letter of your suffix. Eg: I would need to look up the manager for "7D" section and send him my SASE's. The "burro", is like Christmas sometimes. An envelope will show up in the mail with QSL cards from contacts made in the past. I have recieved QSL cards that are a couple of years old!  The "burro" is slow if you don't do alot of QSL'ing.
