I own one, they're a nice little analog trunking handheld scanner.  $50 is a deal IMO.  It won't do digital, but that's about the only drawback.

Can it be programmed from a computer interface?...I'm going to download the manual today.

One of the guys in our group is bringing down a digital scanner....300 ch.... I think..... 12v or 120v...for the COMMs box.

Yup, you can buy a USB interface at Radioshack for it.  Software that works for the GRE PSR-300 (which is essentially the same thing) works with the Pro-164 as well.   The win### software from Starsoft is the best s/w I've found for programming my PSR-600:

It interfaces with Radioreference and makes programming these things easy when it comes to trunking.  Win97 is what you'd want once you have a USB interface for it from Radioshack.

I agree on the Win97 app and Radio Reference. Buy the data cable and use win97 to program it. Takes all the pain out of it. I use my pro-97 for basic stuff like local police/fire bands and weather with SAME alerts, and it works great. I'd also recommend this antenna. It helped boost my reception a noticeable amount. I own this scanner as well as it's big brother that is the desktop version. Great scanners and no complaints.

When the SHTF, It never hurts to know what is going on in your immediate AO and a scanner is a good way to do that. I have a couple setup to monitor different agencies. It is better to have one running and know what freqs and tones to listen to in advance.
