I'm looking for a certain type of post-apocalyptic scenario. One along the lines of Fallout 3 / Mad Max. I want there to be a bunch of gangs like in Mad Max, but yet a good plot. Preferably a story of survival in a Nuclear Wasteland. Hopefully that narrows things down a little bit?

And I would like to be able to find it at a public library.

Good read, takes place in Florida.  It's older, I remember reading it back in the '60s.

If your just looking for an adventure type book, with lots of guns and gangs, read the "Ashes" series; by William Johnstone.  

Your not gonna get much survival info out of them, but at least the character is pretty much of constitutional ilk.

Guardians series by Richard Austin.  Four special .mil guys travelling around the US after nuclear war trying to put things back together again.  Complete pulp "men's adventure", but some good action with road gypsies, religious crazies, local strongmen, and invading Euro forces.  Probably not available at your local library, but possibly in the used book store or Amazon for $0.01 plus shipping.

Warday by Strieber and Kunetka.  Fake nonfiction about the US after an EMP and nuclear strike.  Not an action book, two guys travelling around the US like journalists.


Edit:  guess I should call them "road Roma" in these enlightened times.
