Is it save to turn the power onto water pipes that have been heat wraped if the water pipes only contain pink R.V. anti-freeze in the pipes? It would be powered with only the R.V. anti-freeze up for around 14 hours until i could get water into the pluming system.

Sure, it should be safe as long as you check that aren't any issues with your heat tape.
