I know there has been quite a few of these threads lately, but I do not believe that this question has been asked: When you are storing water in a 55 gal poly drum can it be city water, or will the fact that the city water is already treated with chemicals mess up the water when you ad bleach to it?

City water is fine,  a few drops of bleach for good measure, keep out of the sun and sealed well.

I fill my 55 gal drums with city water and then add an additional 1 fluid oz of bleach.

The water is pure out of the tap - if not move now 'cause that stuff will kill you - and re-purifying it when it's pure doesn't do a thing. If you want to purify it again do that prior to drinking it in a few months/years. Bleach will only kill the microcosmic organism when it reaches a certain concentration - and it's a whole lot more than a cap full per 55 gallons.
