I have a room Id guess is about 8X5 Id guess (and pretty tall for a regular room).
Its a utility room (where the electricity comes in for the lower lever off my house (no meters inside) that is off my pool.  1 Wall is outside brick with no window, one wall is underground, one is tile on the other side and the last is brick wtih a steel door to my indoor pool.  It has a cement floor and I want to set this up for stroage of various preps (I want to spread stuff in a couple areas just in case)

Anway.
The room has a secure steel door which is inside the house so Im not worried there.
I will use various shelves I get from home depot to stack stuff and keep it off the floor.
The room is always cool.  It has studs with insulation between them and 1 electrical panel.
The insulation (the pink and silver kind) is 34 years old and starting to come down.  I should
replace this.  How do I do it?  What else do you guys suggest i do to have this room set up
better for storage?  I do not plan on weapons in there as I have a locked large safe but
if I do put some in there they will be in secure locked boxes and the steel door locks as well.

The insulation can just be pulled down and disposed of.  be sure to wear a mask/goggles etc.   How is the moisture in tha room?  being beside an indoor pool sounds like a lot of moisture.

Few questions: Is this room heated? Does it freeze in cold weather? is damp a problem being near the pool?

New insulation is easy to hard depending on what you want. Spray foam is I think the best but needs normaly to be done by a pro- cost more and it means folks in and out of you house. It is most likly over-kill for this. Pink batt in sheets or roll are good and easy. cover with sheet rock or panel to keep it from getting torn. If not a lot of insulation is needed then the blue foam sheets will work.
Unless the room is a perfrct fit to the shelves that you can buy, built in place are better and more versiatile. cheaper too compared to some.
If the room has a damp problem you will need to fit that first. Damp is not good for storage of any type- well maybe for growing mushrooms.

It doesnt seem damp but what do I know...
Ill have to get a humidity gauge and see
then get back to you guys here.....
It currently has the pink roll up insulation
with silver backing but that is falling in areas
now (30 years old).  It doesnt freeze in there
nor does it get hot in the summer.

If you could snap a few pics and post them, it would help. . .however based upon what you described thus far:

The insulation should come out.  If it's exposed on one side, simply put on some gloves and a painter's mask and go to town.   I'd go ahead and put up drywall and a layer of flat-white paint on the interior, but that is just me.

What is the interior lighting situation?  1 bulb with a pull cord? Overhead cans?  If it's "skimpy" on lighting, you might want to consider some of the battery powered push dome lights for raiding your supplies at 02:30 when you have to take out a few extra blankets during loss of power in the winter.

Get some of the wire shelving from your local target.  In my AO they run about 40-50 clams for a 4 tier 4'x15" unit.  Use for canned food, canning supplies, 5 gallon food buckets, etc.  I'd also put down ant traps and some poison on the 4 coners of the room at the onset to deter any vermin or bugs.

If this room is connected to an indoor pool (envious!) then mositure is almost sure to be an issue.  I've not even sure a dehumidifyer would do the job.  You might not want to store any dryed food goods in here unless they're in a solid container.  Uncle Bens in the original cardboard box is a no-go until you confirm the mositure situation.  The cardboard will seep up the moisture from the pool like nobodys business.

A clipboard w/ room invintory list should be put up near the main entry, and updated as you add/remove anything from the room.

Locks.  Get more!  Add exterior padlocks to keep the badguys out.

Any food that would be in here will be in sealed mylar bags in sealed 5 gal buckets.

There is 1 light overhead with a switch.  I will also be putting up a couple of the
battery push lights on the wall.

I was just thinking of keeping a big drum of water in here, a water purif unit
(Big Berkey in case I have to use the pool or stream behind the house for drinking
water) sleeping bags (in box), coleman propane canisters, my camping stove etc.

No boxed or canned (metal can) food

I have seen those and they are nice but I am not doing metal cans.
Mylar bags and 5 gal. buckets.
