Looks like he climbed up through the center of the tower and chipped his way out to where he is now.

Years ago I saw an article about a tower in Alaska right on the coast that had been toppled multiple times. The company that owned it ended up installing heaters on the antennas to keep the ice from building up and had the tower built out of stainless and ran tubes from the top of the tower back down and pumped hot glycol solution up through the legs to the tower to prevent ice buildup on the main legs and they conducted enough heat where the ice that would attach to the crossmembers would fall off with the wind. It was some sort of mission critical tower that had tons of users.
