| My nephew has moved to MA and is getting his LTC next year. Is it ok for me to gift him a mini-14 (non threaded barrel version in wood stock) with some 10 round mags? |

That enforcement notice is from the AG's unilateral reinterpretation in 2016. None of that guidance applies to the recently passed Chapter 135. Look at Goal's website for better info. Also, if he's in Boston, they have a separate AWB. |

I do not pretend to know everything there is to know about Massachusetts law, so I would be interested if you have information to the contrary. Hereis what Goal’s site says relevant to 135 and assault style firearms. |

Realistically, the OP will need to call the FFL doing the transfer and see if they are comfortable with doing one. The new ASF feature test added features that aren't well defined. All firearms must now be on an approved roster to be transferred by a dealer. There is no rifle roster, and the state has basically said the requirement is suspended without any real lawful authority to do that. Ultimately, it's a giant mess. A Mini-14 might be ok, but it would need to be an exact model as made in October 1, 1993 and be on the old Federal AWB Appendix A list. Any change, even cosmetic could mean the exemption doesn't apply. |

That’s disheartening however, as I have been trying to figure out what the situation is for a possible upcoming relocation myself. I thought it was much more straight forward than it apparently is. |
