Hello Fellas, I have a few question for you guys.  Can we have detachable Mag for our AR15 with .22 conversion kit?  and how about all the other nice feature can we have those as well?  Thank you for all your expertise.

I know this topic came up when SB23 was first passed. The problem with that is even though you would be shooting a RIMFIRE, and the law says it pertains to CENTERFIRE, The rifle is clearly marked .223 and chambered as such.

There are .22lr marked AR lowers available now.
Lanworld has Sabre Defence .22 lowers, and spikes says they will make them soon too.
Just so long as the receiver isn't listed, which these aren't.
With a dedicated .22 upper, you don't have the issues of the rifle being chambered for a centerfire cartridge.
If it were me, I'd also block the buffer tube so you can't put a centerfire upper on it, like with a Vltor shotgun tube.

The SB23 address "center fire, magazine fed, semi-automatic rifle".

Just like some people are using .223 lower for their single shot pistol project, legally it should be fine as long as you take the "semi-auto" part out of it.

Same can apply to .22LR if you take the Centerfire part out of the equation... I have seen people use OLL, with either the .22 conversion kit or dedicated .22 upper, strip out all the parts for semi-auto, center-fire capability (namely the recoil spring and buffer), fill the buffer tube with epoxy so it cannot be coverted back to center fire, DA would have a much difficult time even if they try to nail you for "intend to modify". Heck, Walmart_Special did a built I remember using boom stick as butt-stock as far as I can recall...

The only question would be, why would one want to spend that much $$, for something that a Ruger 10/22 can do and probably would do a much better job. I guess part of the reason is, .22LR ammo is cheap and you can easily make it tacticool. Just my 2 cents worth of observation...
