Are stripped upper receivers controlled in Canada?

As in, can anyone, license holder or not, buy one?

Is it the same as the US where only the lower is controlled?

I'm an ITAR registered importer and exporter but have not yet dealt with Canada.

Any guidance appreciated!

Talk to these guys. A lot of US dealers go to Canadian gun auctions and gun shows to buy firearms and these guys handle the paper work.
