| Last time I was in the Permit office (Erie county) they guy told me to fill out the forms to upgrade my permit to no restrictions (my paper permit NEVER had restrictions on it!) because i have had it for 22 years with out an issue. Question is, they ask why you want a unrestricted permit, personal protection is not a valid reason. I was thinking of putting "for all lawful purposes" but really not sure what to put, anybody chime in? |

Then I wrote the judge a letter saying there I was in the Army and National Guard for so many years with deployments to Iraq etc. I told him I had never had any problems with the law and there was no reasonable cause to deny me an unrestricted permit. I also told the Judge the reason I wanted the unrestricted permit to protect myself and my family. |

A short and sweet letter goes a long way. I would hit on the fact that you have maintained a NYS permit for 22+ years. I wouldn't go into the protection and self defense thing too much.
Maybe embellish a little if you have had any additional firearms training etc.. I would also end with thanking him/her for their time on this matter (kissing a little ass doesn't hurt) Bottom line it will depend on the judge. Good luck Ray |

This allows the students to condition themselves to make those choices based on their knowledge of the law. <Snip> I wish to be granted a carry without restrictions license because of my good moral character as well as the training I have taken which demonstrates my ability to use a firearm with respect to New York State’s laws regarding the use of force and for use in all lawful purposes. The stuff I snipped out are my qualifications like NRA certified pistol instructor, the training classes I have taken, my personal information (education job etc). I think it is very important in mention your understanding of article 35, demonstrate good moral character, and the catch phrase all lawful purposes. If you have had your permit for that long I don't see a problem. I had my permit for less than a year and they approved it. It took 2-3 months. |

In Putnam Co
I had to go before the judge and county prosecutor to have my restrictions removed. The prosecutor asked only one question..."why do you want to carry a concealed handgun?" I told the truth and did not dance around the issue. I replied "i want to carry a concealed handgun for the purposes of self defense in accordance with NYS law" The judge asked what training i have had, and i told him. (NRA basic, and one-on-one training at the range with a certified NRA instructor) Even with my limited training and the fact that i had only had my permit for 3 months prior to this hearing...i was granted a full carry. Of course every judge is different, and i may have just lucked out, but many many people told me not to say anything about self defense when requesting my restrictions be removed. I would have taken their advice, but just could not come up with a "good" reason to carry not related to self defense. Seems to me the reason i want to carry is for protection and stated so clearly. just my .02 sometimes the truth will set you free! |
