I just heard something from a New Jersey supplier that I need to verify. He told me that it is illegal to purchase gun powder for reloading outside of NJ if you are a NJ resident. No exceptions. No UPS from out of state. No purchases at gun shows in PA. Can anyone point to specific laws that speak to reloading gun powder?

I don't either, but the guy at Belleplain Supply and I were talking and I was asking if he carried a certain powder because I was tired of the hazmat charges purchasing it online and he said well you know that it's not legal what you doing, and that anyone that sells it in NJ has to pay extra for the privilege and that they pass that cost onto the consumers making a pound of powder in the $30.00 range.   I have also got the same message when I asked ammoman why he won't ship to my address in NJ, same response, So I was thinking maybe they passed something that I had not heard about.

Buying ammo or any reloading components including powder out of state is perfectly legal.

As with most other law quotes....  if they can't quote you the statute, they're most likely full of shit.

The only law re: powder that I'm aware of limits you to 36lbs. of smokeless powder, and 5lbs. of black powder, without the need for a permit.  And, following my own advice, that statute is 21:1A-133A, which reads:

No permit shall be required for the storage, transportation or use of smokeless powder which is used by private persons for the hand loading of small  arms ammunition and which is not for resale.  For this purpose not more than 36  lbs. of smokeless powder and not more than 5 pounds of black powder shall be  stored or transported without a permit.

I just spoke to a man who works for the New Jersey Department of Labor-Mine Safety (the dept that oversees any type of explosives, gun powders etc) and he said that there is no law preventing me from having a company UPS the smokeless powder into NJ, or does he see a problem with purchasing it in PA at a gun show and bringing it into N.J.

And he would 100% correct about that.

Most gun shop owners here in NJ don't know their ass from their elbow.

There are few exceptions IMHO.

I have ordered and received smokeless gunpowder from Midway. No problems. It was shipped from the company which made the powder. Also, purchased much powder ( smokeless and black ) in other states and brought it back.

Me too. I called because he said his picked up price was lower then advertised. Turns out, I can get everything cheaper elsewhere but shipped to my house instead.
