If I don't want to sell, register or store elsewhere, or neuter, can I just keep my uppers and lowers separate and not assembled as a rifle, in my house? Or is this not acceptable by the SAFE Act?

[#1]
Not advocating anything illegal, but I would lose my AR's in a tragic boating accident..
I dont think that separating the receivers will suffice for the safe act. As the lower is the firearm, and having it in a non-SAFE act compliant configuration could still be considered a violation of the safe act..
I am not a lawyer nor is this legal advice.. I just happened to stay at a holiday inn express last night

I don't know the definitive answer but if it WAS kosher, I don't think anyone would be fretting about complying. 30 seconds and voila! instant baby-killing assault rifle!

First you would need to remove the pistol grips off of all the receivers, then they wouldn't have any banned features and therefore not an "assault weapon".  Having the uppers, lowers and pistol grips in the same place may show intent, but I'm not a lawyer.

My other option is to install a device from DDs Ranch that replaces the mag release. It screws in and makes it so the mag is locked in place unless you go through the 3 handed process of unscrewing the mag release replacement part.

1) No, keeping the halves separate but within the confines of your home falls under "Constructive Intent"

2) If it is removable with "common hand tools" it is "detachable".

Read the definition of an "assault weapon" in the un-SAFE Act and don't possess anything that meets that specific definition.

I think you have the right idea about separating the upper and lower, but you probably need to go further than that.  The parts themselves are not banned, but a "semiautomatic rifle" is.  So, ensure that you do not possess all of the parts after disassembling a rifle that, if completed, would make a fully-functioning "semiautomatic rifle".  For example, lose the trigger group and what do you have?  If you can't make the firearm go "bang", then it's no longer a semiautomatic anything and no longer meets the new definition of what needs to be registered.

Other options that would meet the un-SAFE Act could include selling what you own or storing certain items out of state.  Modifying a firearm is a crap shoot, IMO, because you have zero case law to support that course of action.  Consider your options carefully and go with what you think works best for you.  Ultimately, remember well the tyrants who stole your Rights and vote them the hell out in November!

A final option could be moving to one of the many, many free states in our country that respects your Rights and doesn't piss away your tax money.  I'm enjoying helping others to do just this and look forward to the day when I can join them.

If I didn't want to register, neuter, or move out of state my ARs I'd sell everything on them except for the receivers. Easy to store almost anywhere and the only part of an AR that is harder to get. The market is flooded with uppers, LPK, stocks etc and this stuff can be easily acquired and probably will be for quite some time.

Sadly, You're right.
I moved everything I want to keep to PA & that is where they will stay until there is some clarity on what is ok & what is not.
Today I was in a GS that had a Cali-Legal fixed mag top loading DSA PARA FAL for sale, the FFL didn't seem to be worried about the legality of it at all, maybe WE are the ones being too cautious, I can only hope so.

what are your thoughts on the legality of it if you install it then WELD THE HOLE CLOSED, preventing access to the release mechanism?  Take 2 seconds with a mig & surely can't be reversed with common hand tools.

I would like to see the case law on either of these. If I modify the magazine release of a rifle so that it can't be used to release the magazine I have complied with letter of the law.

22. "Assault weapon" means (a) a semiautomatic rifle that has an ability to accept a detachable magazine and has at least one of the following characteristics:

There is zero language in the law that says anything about what you have to go through to get the magazine out if the rifle. If you can't insert a magazine, you're in compliance with the letter of the law.

Show me anyone or anywhere that its legal?  Just because a retailer says it is doesnt mean anything.

Up to the arresting officer and/or judge. Vague law is vague for a reason.

VERY SOON I'm headed South to do just that, and while I'm there look at several properties for permanent relocation....sad how other States offer open arms while this one offers an open finger.

Hey, my parents live in WNC...you guys should consider that area (I know I am)...

NC has good gun laws, went all red, and WNC is beautiful, mountains (big mountains) woods, trout streams...like being out west in the East....

If you want to see what it looks like, watch "Last of the Mohicans" with Daniel Day Lewis...outstanding movie anyway, and filmed in WNC...
