| The ATF wont even see your application for at least a couple months after you send it in. I wouldnt take a chance on giving them a reason to kick it back to you on a technicality. Like Squirrel said, once you register the lower, it would be pretty petty for anyone to question the caliber. Again, just my $.02. |

All,
Can someone who has approached their CLEO about signing the form one chime in. I am debating whether I should bring back up material, such as a print out of the updated law, because I highly doubt the CLEO in my small town has any idea about this. Can anyone say what they brought with them, if anything? Thanks, Dan |

Sent in my paperwork on Oct 2, check cashed Nov 8, pending Dec. 8, rejection received today. I entered AR-15 for the model number but the PSA lower has a model number of PA-15 so the ATF kicked my application. 
Called the agent, he explained the reason for rejection, told me to cross out AR-15 and write in PA-15, initial, date and mail it back. Said it would take about a week to be approved once received. |

So now I'm confused. I have talked with the ATF agent handling my paperwork and he stated I need to engrave my lower with my name, city and state. Today I talked with a local gunsmith who is an 07FFL and he said I do NOT need to engrave the lower. He said I am not the manufacturer, Palmetto State Armory is. Since I have not modified the receiver there is no need for me to engrave my name onto it.
He suggested I talk with the ATF agent again and ask him politely for the statute that states I need to engrave the lower. |

| Without having a law enforcement background to answer from, I would think you'd be ok with either. However, calling and asking that question might be an opportunity to gauge the reaction from the department about whether you'd encounter resistance in getting your forms signed. |

You cannot form a trust or LLC and have either "hold" the C&R license. The license has to be in an individual's name. Early on the ATF was allowing people to form a trust and obtain their SBR's under the trust but that ended. |

OK, I am trying to figure out all the steps I need to do to apply for a Tax Stamp so I can build a SBR.
1. Have a C&R license 2. Fill out the Form 1 in duplicate with attached pictures 3. Get Form 1 signed by CLEO (both copies) 4. Send in Form 1 (both copies) with 2 FBI finger print cards, copy of my C&R and include a check for the amount of $200.00 I have seen some say that we need to include a ATF Form 5330.20 Certificate of Compliance with U.S.C. 922(g)(5)(B), is this necessary? Is there anything I'm missing? Thanks in advance, Mike |
| Yes, the compliance form is required. Mine got delayed by about a week because i didnt initially include it. Otherwise, your list seems pretty complete. |
