Former resident with "valid" CCW license in NY.  3 Years since move to FL (where I am now) technically have CCW in both.  Is the NY still valid?  I would like to gift a beautiful 1911 handgun to my old man that I picked up without thinking about the x-fer.  I still have my CCW in NY but obviously does not have this weapon on it.  Is there a way to get this to him legally?

Do you own it legally in Florida?  If you do have a Florida FFL send it to a NY FFL.  Your father will have to have it put on his pistol license and can pick it up from the NY dealer.  If he doesn't have a pistol license he needs to get one before he can legally own it.

I own it legally in FL, he has his NY CCW.  Is there any way to just hand it off without FFL?

Yes but it would have to be upon your death and left to him in your will.

You moved out of NYS, per your post. I assume that means you no longer maintain a NYS residence. This means that you no longer have a valid NYS permit. Oh, you may have failed to surrender your old permit; that doesn't mean that your permit is still valid.
As others have said, send the handgun to a NYS FFL. Due to the hassles the NYSP will give the dealer, it would behoove you to send through an FFL at your end.

I don't know any FFLs that will receive a gun from a private party anyway.
