First, my apologies for not even trying to search for the answer.  I figured that it's quicker to ask first.

1. Is it still possible to acquire a full auto gun?  If yes, how?
2. How I can get an SBR?

Yes... you can get a full-auto weapon.... very pricey though and you could max out 3 of your credit cards just buying ammo for a weekend shoot.

Yes..... you can also get a SBR.  It's the same process as acquiring a full auto.  Both require a $200 tax (transfer) stamp.  The SBR will be easier on the wallet than a full-auto so it's a matter of choice for you.  You can make a SBR on a Form 1 or do a transfer on a SBR that's already made on a Form 4.

 1. If you are single and have a decent job,and have never been convicted of a felony,go to a classIII dealer and get your full auto. A Mac 11 will run about $3700,an M16 registered receiver will run 14 to 18 thousand dollars.
2. If you are married and want to stay that way,get a short barrelled rifle. Go to the general class III forum on this web sight and follow the directions in the stickies at the top(SBR Faqs). If you want a full auto later start a wife doesn't know rat hole account and start saving for a registered drop in auto sear for your SBR. $14 thousand ought to get you one.
3. The " It's an investment, honey" ploy won't work ,the first shoot you go to and trade your truck stereo for ammo and have to drive home with the old lady negative waves song ringing in your ears.

Thanks for the quick response guys.  So, if I have a relative who's willing to sell me an M16 for a reasonable price; all I have to do is apply for the $200 stamp?

What if I'm just crazy enough to have one and willing to pay the price, I just walk in a class III store and pick up one?

You must do the NFA paperwork, pay the $200 tax, wait for approval... and THEN you walk in and pick it up.
