| Hello everyone, new to ar15.com. This is my first post and had a few questions I was hoping you guys could help me on. I have done archery pretty serious for years and have purchased a few pistols as well. I will begin my first AR build here pretty soon. I will most likely be purchasing a naked lower receiver and building up from there. What I am wondering is what paperwork needs to be done for me to make a purchase like this and what are the cost associated with it? I live in Illinois (cook County), from what I have read so far there will need to be some FFL paperwork done before I will be able to purchase a lower and then from that point forward there will essential not be any paperwork or fees. Is this correct? Any help on this process will be greatly appreciated, thanks guys |

Find a dealer that sells lowers, and go through the exact same process you went through to get your handguns. If you order a lower from an on-line source, you will pay for the lower, shipping if it isn't included in the sale price, and a transfer fee.
There is no way for us to tell you what you will pay because we don't know which lower you are buying, from where, if you are getting free shipping or not, or how much your dealer would charge for a transfer fee. You have to ask them that yourself. |

Ok, attempt number 2...arfcom's acting strangely tonight.
The lower receiver itself is the only part that requires any dealings with a FFL or any federal/state forms filled out. The rest of the gun can be bought off the internet and delivered to your door, if you so desire. If you buy the lower receiver off the internet, it will have to be delivered to a FFL, who will then charge you a fee (at their discretion, mine charges $15) to handle the transfer (ie: the form 4473 & the NCIS check). |

You may have a lot of trouble finding an FFL that will do the
transfer if you live in Crook Co. with their AWB. Technically you might have to store it outside the county. Although I have heard other people claim that the county AWB does not apply in certain municipalities. Legally it is a quagmire IMO. |

When I lived in Chicago, I could go to any of the outlying gun shops, since there were no gun shops in Chicago, and buy whatever guns I wanted, even with my DL and FOID having a matching smack dab in the middle of Chicago home address. While I could not legally possess a handgun in the city, including at home, there was absolutely nothing illegal about purchasing said guns. |

Not all Cook County municipalities have a ban. For example, I live in Hoffman Estates. Completely legal for me to own an AR with a 100 round drum if I so choose. Check with your local municipality and make sure. I have also never had an issue having lowers transferred to me... must be a "special few" ffl dealers that feel the need to lose business.
If you do decide to buy online and have it shipped to an FFL, DO NOT choose Cabelas or GAT or any other large store. They will charge you more than the lower receiver cost you most likely. Research around or look up some past threads here, there are lots of FFLs that will transfer around $20-25. |
