My FFL has told me that AR15 lower receivers must be transferred as long gun and can't be marked as other firearm (receiver). Reasoning provided is that selecting other firearm can mean I can build this into a pistol and it requires 48 hour wait and extra fees. I'm pretty sure this is wrong. Is there any documentation I can provide to the FFL indicating how he should correctly do this transfer? I found the following

For any FFL with a 4th grade reading level, that letter you linked to IS the clarification for them. There is no gray area. The direction is crystal clear. I'll update on how it goes. You had to prepay for a transfer? That in and of itself seems pretty strange. I have never heard of anyone pre charging for a transfer. What do they have to gain by pre charging? |

The last time (a few years ago) I was at the Ammo Box in Sun Prairie they were requiring a guy to pay $50 before they gave him a copy of the FFL to send to the seller. Good FFLs like the one at a certain NAPA Auto Parts and Firearms will email you one to pass along to the requesting FFL no sweat. That and they only charge $15/rifle or other, $10 each additional at the time of pickup. That and putting up a certain "buy a shotgun" picture is why he is the best FFL ever
