Everything I read about obtaining an ID ccw makes remarks about applying in person to the sheriff's office. Does this still apply with non-resident permit applications? It's kind of cost prohibitive for me to travel just to fill out an application in person.

All Idaho Sheriffs we talked to either made you come to the office to obtain the application or would mail you one you could mail back.

Processing of the application and background check takes about 90 days but had to come in person to pick it up.

I would start by checking out the links to the Sheriff's departments on that webpage, and maybe call.

The Ada County (Boise area) sheriff's office is pretty easy to work with for us locals. I expect satisfying their requirement for fingerprinting will be a challenge if you are trying to apply long distance. Here's a link to their web site:
