| I keep shutting the proxy off (both on computer settings and on chrome). Within 2 minutes the setting are back to proxy on. Any advice on how to permanently turn it off. It seems the internet runs much slower with it on |

Yep, sounds like malware. ISPs generally do not use proxy servers these days.
Basically everything you've posted/uploaded without SSL is now in the hands of whoever runs that proxy, as well as your browsing history for however long you've been infected. ETA: Ideally you should reformat. Failing that, try combofix. |
