How do the different parts move in relation to each other?

Is the hook blackened from factory, or carbon?  

Could be a deburring tool if the black hook has a flat spot.

That looks about right but it's a crappy design if so since the upper handle will be directly over the valve you're trying to service.  Maybe there's a reason for that but nothing comes to mind.

Looks like it would have had a plastic or wood handle.
Does it come apart?
Is that a hook on the bottom or is it a nozzle?
Does the top half turn and if so how far? (45deg 90deg 360deg etc...)

i think this is the closest thing so far due to the thread looking to about the same as your run of the mill 14mm spark plug.
the fact that it looks to be made of brass is confusing as most automotive tools are made from a bit stronger materials.
also not sure what the carbon around the tip is about.

i'm thinking more something along the lines of gas related (as in acetylene)
brass doesn't spark when struck so it's the go to material for this type of application.  

to be honest that's the only thing that could come to mind between the material and the carbon fouling.

That's a pretty bad-ass booger hook. I'd be proud to hook my boogers with a booger hook like that.

My dad told me my uncle used to find TDC by holding his thumb over the spark plug hole and feeling for the point where the compression changes to vacuum.  Pretty neat idea.

Valve tool..

An older cheaper one.. They have super fancy very spensive ones now...

Though $0.30 of rope stuffed in the plug hole and using the piston to put pressure holds the valve just fine for me.

halfway down on the "large body"  there looks to be a V shape and some other things going on
