It might be, the corrosion pattern is the same over the whole round except for the primer area. The dummy rounds are made out of the same material(projectile, casing) except for the primer.

I have this same round on my filing cabinet at work. It is 20mm. Mine was demilled when dad got it years ago. The one I have is in better shape but still a bit tarnished. The casing is steel and half of the projectile is steel. The other half is (i hope) lead. I also have one blue training projectile of the same size. What is weird is that I also have a Federal 12 ga round beside it.

I have a collection of all of the common calibers, magazines, stripper clips, and grenades on the filing cabinet. It is fun watching the co-workers looking at them when they come in my cube. Some avoid me and the cube for some reason.
